There are two things here that apply here.

First each of the party paid a reduced deposit. Cancellation of any or all of the party does not absolve them from paying the balance £25.00pp in this instance.

The second is the additional cost per person if one or more drops out. The booking is made on the basis of, it seems from what you say in this case, occupancy.

As an example if the cost was £3000 split six ways, one dropping out would mean each of those left would need to make up the difference - £100 each.
You then need to look at the TOs terms and conditions. There is a scale that applies when a booking is cancelled or amended which may increase the penalty costs the nearer the date so that could possible increase the individual costs.

Cancellation of any in the party needs to be made by the Named Lead Person in writing – the TO will then issue an amended invoice that will list any additional charges that apply.
