Not normally. I assume you will be in one of the AI hotels in Nabq and each one had their own part of the beach, each hotel has it's own coloured beach towels so you can tell which part of the beach belongs to which hotel, but its normally the part dirrectly in front of the hotel and you shouldn't have to pay.

Regarding the jettys, once again each hotel seems to have it's own jetty and you probably need to keep to your own one, its not policed very well, but all the hotels have different coloured wrist bands and I seem to remember when at the holiday village the hotel next too it (forget its name, might be one of the Tropicana hotels) didn't like you using their jetty. Shame really as it is much longer than the Holiday Villages jetty - but you can still get to see the fish there just by swimming out that far, just means you ahve to be prepared to swim back.
