They are sold everywhere, and are cheap out here.
we bought ours out there for 100 rupees, from a stall just outside Candolim beach...they were good quality too, if you know what I mean
This is our 4th visit with our 5 yr old and we buy a new bucket and spade set every year and leave it with one of the beach sellers at teh end they are about 100 ruppees and sold everywhere
