Hi kiojazz .. if all of them are 17 or over, they may be okay, but you would have to check the age policy of individual tour operators. However, if any of them are under 17, some TOs may stipulate that at least one of the group should be 18 or over.
If booking flights and accommodation separately, you would have to check the age policy of the airline and the hotel concerned.

most of the bars are opperating an over 18 policy on drinking
if your 17 you would need some one over the age of 18 in the party, and get a parent's permission via a letter before going and booking.
I thought it was 16 and under that you needed a letter from parents but better checking it out .As for drinking i dont think the age limit matters if you go in the height of season just check the square out.Im sure some of them kids are well under 16
loads of kids get in the bars/clubs in most hoilday places in spain
when we were there in january this year they were very strict checking id in most of the bars

My friend and I went to Ibiza on our own when we were 17 (in 2001). We just needed a letter from our parents to take with us and an adult over the age of 18 needs to sign the holiday booking form - we booked through travel agents.
We had a great time. I'm sure your daughter will too.
If they do now need a chaperone though I'll selflessly
put myself forward for the job - any excuse to go back to Beni.
