What about Ireland? Might not be brillient weather in March, but the fishing is good. If you take the car over on the ferry, there's loads of good B&B's around so you can drop him off and do your own thing while he fishes. Spain is good, the fishing on the Ebro can be excellent but also a little specialist as most people tend to target Barbel and Catfish. Try Anglers World Holidays for inspiration.

Ireland land of water and rain -- You do need to be well organised especially ifyou're course fishing as bait is hard to find and expensive

France
Type carp fishing into Facebook and you will be inundated with French lakes who offer Carp Fishing holidays (you can usually find me at one twice a year) Plus tons of beautiful rivers where you can get some seriously big fish

Canary Islands
Yes you read right we fished Gran Canaria in November day trips for fishing are around 60-60 Euros and include transport and food for the day I ended up with a 29lb Mirror in very nice condition

Spain
you mentioned the Ebro -- not for the faint hearted or those who are not patient but can give 200lb Silurians if you are LUCKY
there are lots of rivers that hold European cats and pike and I have fished for Bass about 2km inland in one river
