I think I know the place you mean Charliegirl. It's like a cafe area with wooden tables/chairs if I remember right. It's on the other side of the security check beside the departure gates. There's a small shopping area with a kind of Disney like store opposite. If this is the area you are talking about there was definitely smoking there last year but you had to sit at these particular tables. I remember being surprised as the rest of the airport was a no go area.

You can smoke in an area that is like a glass box, it was beside the cafe area, we were gate A something and it was on the way there, that was 2 weeks ago.
