Yes you can limit their spending. I had a little conniption when I saw the video arcade charges on our account- I went down to Guest Services and put a cap on the amount he could spend. To be fair, once I told him how much his video games were costing he stopped going. There is so much to do onboard that doesn't cost extra they can find other activities.
