AFAIK
Spain regards people under 18 as minors when it comes to making legal contracts (booking a hotel is a legal contract)
You may find real difficulty getting one to accept them

A private let may be the only option, although it will probably sleep more than 2 so will work out more expensive. However the owners are unlikely to know/worry how many people actually turn up and use it, so providing it is looked after it should be fine.
