I have never noticed any but then we are just happy to get outside after collecting our luggage.

Doubt it very much but I think but only about 40% sure that I saw one in 2004 after baggage reclaim but as Jules says, once you actually have your cases you want to get out ASAP!
Immediately you come out of Arrivals there is one on the wall just to your right.
Thought there was one!
