IF he is flying he will not be allowed to board the plane without his passport. Passorts are now required even on domestic flights.

With respect Hi De Hi, that is not strictly true. Travelling between the UK and Ireland, there are no official entry requirements demanding that passengers should carry passports. Some form of official photo ID should be carried, but not necessarily a passport unless required by the airline in question.
Some airlines (usually no frills, ticketless carriers) may demand a passport, others may accept an alternative form of photo ID.
It is a case of checking with the airline (or ferry company) concerned to see what their specific ID requirements are. A passport may be preferable if you have one, but there may well be acceptable alternatives if you don't.

you do not need a passport to fly to Eire.
Acceptable forms of id are
UK Driving Licence.
airline membership card.
E-ticket access card.
Passport / National ID card.
Company works card / ID.
Check with the airline you are flying with to see what they will accept- this list is what BA accepts.
