I cant really recommend any but there are quite a lot about, really cheap and most of them do a really good job.

Can recommend the barbers at the top end by the market, cant miss it, it's the small octagonal building by the roundabout opposite the bus stops..
my ex used to go to the one down the side of the plantain leaf restaurant in calangute.they used to shave his hed and give him a really thorough head massage for next to nothing
As gooner says, the octagon building up from the market is good. Last time I was there it was 50rps for a shave.
