Yes the smoking ban applies to all restaurants & public buildings. There are lots of bars that you can smoke in if they have had the special extractors installed & passed by the council, otherwise you have to smoke outdoors.
many thanks for getting back to me....good news about the ban. I was seriously thinking about not visiting Lagos again as so many meals were spoilt by having smokers at the next table!
Look for the signs in the windows.
Also, smoking is allowed at outside tables, so you might still have a problem if you eat outside and the people on the next table smoke.

Blue sign means you are allowed to smoke inside,red sign means smoking is banned inside the establishement
