My information is that the only area struggling for water is actually Istanbull, Presently they are building a Pipeline from a river to the Dam in Istanbull.
Turkey stores it's water very well, the reservoirs are low due to the dry winter but there are no warnings in the holiday ares yet. I fear for the people who have artesian water as I think the water table is very low and the might run dry.
when we were their one of the turkish lads said Ankara only had a few months supply left but the holiday resorts were fine
