What does that mean? In Summer every shop seemed to have "Occasion" (lousy spelling) signs up - I thought that meant sale?

'Occasion' in the context you describe would imply a special offer! (And it can also mean second-hand if we are talking about vehicles on a garage forecourt!!)
Les Soldes are the twice-yearly sales - one in January and the other in July - which have fixed dates that apply to all of France and are laid down by the government!!!!
