I don't think you've given enough information to answer this one effectively I'm afraid. A lot depends on where he wants to travel, how long he wants to stay, what work he wants to do etc, etc.

In general, the best bet would be for him to book his flight ticket with a specialist agency such as Trailfinders. They have the experience and expertise to advise him on the best routes, airlines, fares etc. and as they are big players in the industry, he is unlikely to get a better deal doing it himself.

These agents will also be able to advise him on visas etc. and most offer a visa service where they arrange to get the visas on his behalf, but if he is planning on travelling to the mainstream destinations such as Oz, NZ, then he is probably best to organise this himself. However, this will depend on how old he is and if he is applying for a 'tourist' visa, or hoping to get a 'working' visa (the latter are harder to get, and he will have to jump through more hoops).

In relation to the accommodation, this again depends on how long he wants to stay in each place. If its for a stopover (1 or 2 nights) then book through the agent to save hassle (they often have good stopover deals as well). If its a place where he intends to spend some time, then I would advise him to only book the first night or so, then play it by ear when he gets there. Why does he want to stay in 3 star hotels by the way? If it is because he wants good value without losing his privacy, then Backpacker hostels in many places such as Oz are far more sophisticated than the UK and they offer single rooms. Unless he already has jobs lined up then these are often the places where he will hear about work available. In hotels he is only likely to meet other tourists on shorts stays, so may feel a little isolated...

There is a great book you can get in leading book stores called "working your way around the world" and you can get two other books called "summer" or "winter" jobs aboard and these books list all types of work paid and voluntary, visa requirements, information, recommdations and contact details.
This helped me to start a carrer in overseas work and have been in travel for 6 years now using informaiton from these sources.

In my opinion he should apply to a specialist like BUNAC (bunac.org) They can arrange all the visas and everything and if he works it right can go from one program with them to another, I did summer camp usa with them and work america and they were both amazing experiences...they also offer work new zealand, canada and australia plus some other places.
