Re earlier query - can a travel agent be responsible for a tour operator.
The answer would be yes. However the writer went on to mention requests. They are simply that and cannot be guaranteed. ie. "I would like a room on the second floor". An agent can pass on the request but there is no guarantee.

Yes, but THIS is the thread you refer to, in which it is eventually made clear that 'requests' as you mean them were never an issue.
