All tourist hotels that I have visited have facilities for changing money for their guests - you may not get the best rate but they will almost certainly have the facility.
If there are no ATMs in the resort, there are certain to be plenty in Burgas.
I have never used Switch - does it have the Visa or Mastercard logo? If so, you *should* be OK - suggest that you check with your card issuer. Be warned that you will almost certainly be charged by your card issuer for every ATM withdrawal - the only one which does not charge, as far as I'm aware, is Nationwide Building Society.
Debit Cards/Credit Cards don't tend to be widely accepted for purchases in Bulgaria.
