No it's not a set up and when I first saw the picture I wondered why the majority of them had rings, (can't anybody swim.? ok packed in like sardines there's no where to swim .. I know what I mean) )
They all have rings because it's a pool with a wave machine in Toyko Summerland, Tokyo Japan.Second thought...
Urine count-... rising.
Faecal coliform bacteria levels... off the charts.
Viral epidemic... waiting to happen.
Death by accident/drowning... inevitable.

OMG - I don't believe that. There's loads of people being buffeted into the sides of the pool. How on earth can anyone think that's fun

That is what is so incredible, they allow all those people in the pool, but they do have elf and safety in other areas of the theme park.
