It depends on the policy the hotel has regarding internet access. I think the majority of hotels will probably have some form of security but it may be a simple case of just asking them if you can use it.
As for the range, that depends on a number of factors, such as materials, trees, walls, weather, base placement etc. Wireless transievers are not very high power, and so its unlikley you will get a great (if at all) if you are not within a very close proximity to the base.
