I note that it's an all-inclusive, which may explain why you have been informed that the hotel stops serving at 11 p.m. - to maintain the hotel's profit margins.

Albena, like most of the other Bulgarian resorts, only really exists and generates income in the tourist season (it's a ghost town off season) so I'd be extremely surprised if there aren't clubs, bars, etc., which are open long into the night.

Yes there are loads of discos/Bars outwith the hotel areas that are open much longer, Note the all inclusive packages finish at 11 pm, but some of the bars in your hotel will stay open all night if your prepared to do that, Prices in the Ralista in Albena varied in the bars from 3.70 lev to 5 lev for 1 glass of wine and 1 glass of beer.
