Yes it is the debit card that comes with your FlexAccount, the one that you would use in this country.

There's a branch of First Investment Bank at the Globus Hotel (Sector 'D' of this map) - there's also a branch of United Bulgarian Bank located at Hotel Koral in the same sector.
There are probably more banks in the resort and there are others in Nesebar.
The only ATMs which I have found not to accept the Flex A/C Debit Card are some of those operated by Postbank.
