Never had a problem since first visit in 1989. Once they were always in reception, now many are combination lock safes in rooms.

We have always used safety deposit boxes in all the places we have stayed. To date all our Bulgarian trips have had the boxes in reception, manned 24 hours of the day, both sides of the counter.
It might help if you could say which hotel your at for specific info.

Our safety deposit box was bolted to the floor in the wardrobe in our room.It cost 60LV for two weeks which we thought was very reasonable and very worthwhile considering insurance companies will not pay out for theft if a safe was available and wan't used.
