Corfu is in the EU, so there's no duty free allowance. The good news is that, even with Greek duty paid, they only cost about £2 for 20 - or less if you buy local brands.

no it means if you exceed the HM customs recomendations you may need to prove personal use

I think the 1999 link which Wizard gave is somewhat out of date as it quotes 800 cigarettes. You are now allowed to bring in 3200 for personal use, including gifts, before they start asking questions. The latest guidelines can be found here
