I would have thought it was one for a travel insurance claim. Re postponement it may be worth a try ringing the TO directly?

I've never seen any T&Cs that didn't have a clause about cancelling (either by you or them) and there's always a point where you get no money back (I thought 56 days was more common but within a week will definately be too late). Which company are they dealing with? This is a case for insurance and would simply need a doctors certificate showing unfit to travel. They will lose the excess, about £40-50 these days.

If the doctor has only said it needs checking/ redressing and could be done by a doctor in the resort but your cousin simply wants to cancel to avoid the hassle they would class this as disinclination and not pay out.
